Lastly, it probably doesn't matter here, but as a general suggestion it's helpful to mention your specific system model when asking technical questions like this. It's worth reading to learn about things like this. Fyi that limitation is mentioned in the manual for the display. That admittedly won't matter in this particular case since the XPS 15 itself doesn't support FreeSync (that's an AMD technology), but it's worth being aware of that difference if you ever want to use that display with another system that does use FreeSync. Also, FreeSync doesn't work over HDMI it only works on DisplayPort. And since your display has a DisplayPort input, there's no reason to use HDMI instead. By comparison, a USB-C to HDMI cable (or adapter) has to include a converter chip to convert that DisplayPort signal to HDMI, which adds cost and complexity. USB-C outputs a DisplayPort signal anyway.
